Retirees should soon be receiving in the mail a copy of the Special FY2023 Budget Edition of the Retiree Matters newsletter. Click here to read the digital version.

Here is a brief summary of the special budget edition:

ALL RETIREES

  • 4.9% ad hoc Cost-of-Living Adjustment (COLA) beginning in January 2023 (highest adjustment in 30 years)
  • No changes in medical plans offered

MEDICAL

  • Post-65 (Medicare-Eligible) Retirees
      • No change in Medicare Advantage plans offered through AetnaStandard PPO, Enhanced PPO, and Pharmacy-Only
      • No increase in premiums for retirees hired before October 1, 2007
      • Slight increase in premiums for retirees hired after October 1, 2007
  • Pre-65 (Non-Medicare) Retirees
      • No change in medical plans offered through Blue Cross & Blue Shield of TexasConsumer Choice, New Value, and Blue Essentials HMO
      • No increase in premiums

DENTAL & VISION

  • Vision Service Plan (VSP) will continue to offer vision coverage
  • Humana will now provide dental coverage (note: must enroll with Humana to continue dental coverage)

ANNUAL ENROLLMENT

  • Post-65 (Medicare) retirees medical enrollment period: October 17 – 28, 2022
  • Pre-65 (Non-Medicare) retirees medical enrollment period: October 3 – 31, 2022
  • Vision and Dental enrollment period (for everyone): October 3 – 31, 2022
  • More information will be provided in the next issue of Retiree Matters
  • In the coming weeks, Post-65 (Medicare-Eligible) retirees will receive information directly from Aetna; Pre-65 (Non-Medicare) retirees will receive information from the City
  • If you do not wish to make any changes to your current medical or vision plans, you will not need to do anything and your coverage will continue (roll over) to 2023
  • Everyone who wishes to maintain or add dental coverage must enroll with new the dental provider, Humana
