REMINDER: Call for Nominations for RECOSA’s Board
The RECOSA Nominating Committee is currently accepting nominations for Five (5) RECOSA Board positions that will be elected at the November 27th Annual Membership Meeting.
THE DEADLINE TO SUBMIT NOMINATIONS IS NOVEMBER 9, 2018.
If you are a RECOSA member interested in serving on the Board, please submit a brief interest statement including reason for interest, experience, availability, and your ability to meet the following expectations of Board members:
- serve a two-year term beginning January 1, 2019
- attend monthly Board meetings
- attend bi-monthly meetings with the City’s Human Resources Department
- attend quarterly Brown Bag events for retirees
- serve on Board committees
- prepare reports as required
- provide guidance and oversee assigned committees such as membership, fundraising, health benefits, and financial development

All nominees from the floor must: be members in attendance at the Annual Membership Meeting; be in good standing, and; express their interest verbally as indicated above. The candidates with the most votes will fill the vacant positions. Numbers will be drawn by the elected individuals to determine the positions they will fill. The Nominating Committee will announce the results at the conclusion of the November 27th Annual Membership Meeting.

Proposed Amendments to RECOSA Bylaws
At the upcoming November 27th Annual Membership Meeting, one of the agenda items for consideration is proposed amendments to RECOSA’s Bylaws. RECOSA membership will be asked to vote on these amendments at the Annual Membership Meeting.
A RECOSA committee reviewed the RECOSA Bylaws and developed proposed amendments over the last several months. The proposed amendments to the RECOSA Bylaws were presented to the RECOSA Board of Directors on September 4, 2018 at the regularly scheduled monthly board meeting. The RECOSA Board of Directors approved the proposed amendments to be presented to the full RECOSA general membership for vote at the November 27th Annual Membership Meeting.
Please take an opportunity to review the proposed amendments to the RECOSA Bylaws prior to the November 27th Annual Membership Meeting.

Your COSA health benefits information will be mailed to you very soon. To help you get a head start on the choices you have for next year, we have provided a link to the 2019 Retiree Benefit Matters booklet that you will receive by mail.
Please take note of the following:
- If you do not wish to make any changes to your health, dental or vision plans, you do not need to do anything; your coverage will roll over to 2019.

- An Annual Enrollment Information Session is scheduled for Thursday, October 11, 2018 at the Central Library (600 Soledad St.) from 8:00 a.m. to 12:00 p.m. (noon).

Retiree Matters: Special Budget Edition
A Special Budget Edition of Retiree Matters, including proposed FY 2018-2019 retiree benefits and costs, will be mailed to retirees soon. Click here to read the digital version.
City Manager, Sheryl Sculley, presented the FY 2018-2019 Proposed Operating and Capital Budget to the City Council on August 9, 2018. Following is a summary of proposed retiree benefit changes:

ad hoc Cost-of-Living Adjustment (COLA) of 1.476% for retirees to be reflected in January 2019 TMRS annuity checks
-
no medical plan premium increases for pre-65 (non-Medicare) retirees
-
Medicare premiums decrease for post-65 (Medicare) retirees, with exception of Medicare Pharmacy-Only plan
-
no dental or vision plan premium changes
Please note, if you do not wish to make any changes to your current medical, dental or vision plans, you do not need to do anything. Your coverage will continue (roll over) to 2019.
