Two of the presentations detail City Manager Erik Walsh’s Proposed City Budget for FY 2026, including proposed impacts to City of San Antonio retiree pension and healthcare benefits and costs. A third presentation by Aetna details how post-65 retirees can make smarter use of Medicare Advantage plans.
Highlights of the FY 2026 Proposed City Budget as they could impact City retirees include:
- TMRS – a proposed maximum cost-of-living-adjustment (COLA) of 2% for calendar year 2026 for those that retired by Dec. 31, 2024
- Pre-65 Health Insurance – a proposed 5% increase in premiums and no plan design changes; Humana and VSP will continue to administer the dental and vision insurance respectively
- Post-65 Medicare Advantage Plan – City’s Request for Proposals (RFP) process for a provider is ongoing with rates forthcoming prior to Oct.’s annual enrollment
The San Antonio City Council is scheduled to adopt the FY 2026 Proposed City Budget on Sep. 18. The information outlined in the presentations is subject to change until the budget is adopted. The City is conducting Budget Town Hall meetings Aug. 18 – 27 to solicit input from residents on the FY 2026 Proposed City Budget.
