Important Message: Change in Post-65 Healthcare/Rx Insurance Provider

We wanted to let you know that an item has been posted on the City Council Agenda for next Thursday, October 1st, to select Aetna Insurance as the new provider for City retirees’ Post-65 health and pharmacy coverage.  The City went through a competitive process to review the proposals submitted for this contract.  RECOSA was pleased to have a retiree representative on the selection panel.  Ultimately, Aetna Insurance was the vendor selected to provide these services.  City staff will be presenting the Aetna contract to the City Council for approval at next Thursday’s meeting at 9:00 a.m.  The October 1st City Council agenda, memorandum to Council on this item, and draft ordinance are available for review on
Premiums are not yet available as Human Resources is “still developing the actual rate sheets broken out by the various categories.”  We have been told “that about 90% of our post-65 retirees will have the option of the exact PPO plan with a larger network at a reduced cost.”
Human Resources has provided us with the following highlights of the Aetna Insurance coverage: 
    Option 1 – Fully insured PPO health plan with pharmacy (Part D) and plan provisions identical to current plan with a larger network at a     reduced cost
  •  Currently, almost 90% of post-65 retirees/dependents are enrolled in the PPO plan
    Option 2 – Fully insured Hybrid PPO health plan with pharmacy (Part D) and plan provisions identical to current HMO plan
  •  New Feature – expanded network (larger network with greater flexibility)        
  •   No traditional HMO offered, however, the PPO ESA (Expanded Service Area) mirrors a traditional HMO without limiting the    member to a Primary Care Physician (PCP) selection            
  Both Plans include:
  • Popular Silver Sneakers program        
  • Continuation of wellness features which include free flu shots, preventative screening, and dental cleaning
  •  Value added services – Healthy Home Visits, vision discounts, dental discounts and weight management program    
For the first time ever, there is an option to enroll in just a Part D plan for pharmacy ONLY without enrolling in the health plan.
     Human Resources has assured RECOSA that the change to Aetna should have minimum disruption to post-65 retirees and that expanded communication efforts will be in place, to include:
  •  Announcement letter and postcard
  • Group information meeting sessions
  • One-on-one meeting with retirees
  • Dedicated toll free number
  • New ID cards scheduled for distribution in December
