Retired from the City’s Department of Human Services in 2006 after 31 years of service as Elderly Program Manager, Transportation Manager, and English Language-Civics Manager for Adults.
Involved with AACOG, VIA, Texas Department of Health, Texas Department of Transportation, and the Texas Education Agency.

Retired from COSA with 35 1/2 years of service. Former Assistant Director of Code Compliance Department & Housing and Neighborhood Services Department. Past President of: San Antonio City Employees Federal Credit Union (now Generations) Board, Code Enforcement Association of Texas,
American Association of Code Enforcement, and Former member of International Hispanic Network.
Retired from City of San Antonio with 35 years of service. Current Board Chair of Generations Federal Credit Union. Also Board Chair of the National Association of Credit Union Chairmen. Paulette McClure, Treasurer
Retiree from the COSA with 29 years of service. Charter member of RECOSA and served as secretary. Member of Generations Federal Credit Union Board of Directors and serve as treasurer. Certified Parliamentarian and member of Landmark Unit of the National Association of Parliamentarians.
Charles Pruski, Vice Chairman
Charles Pruski worked in the City of San Antonio’s Health Department (San Antonio Metropolitan Health District) for over 38 years. During that time he did everything from insect and rodent control to Deputy Director. He has a BA Degree in Biology from Trinity University and an MBA from UTSA.
Sergio Soto, Member
Sergio’s career spans thirty-three years. From 1971 through in 2004, Sergio served in various departments: Department of Human of Services, City Manager’s Office, Office of Youth Initiatives, Code Compliance and Parks and Recreation. Positions: Social Services Administrator, Interim Director of Community Initiatives, and Youth Initiatives Manager.
Michael Trainer, Member
I was a sworn police officer for 31 years. I retired in 1998 as the Photo Lab Supervisor. I took the civilian position of Crime Photo Lab Supervisor in 1998. I also installed and was the Digital Imaging Network Manager from 2009 until retirement. I retired from COSA again in 2008.
Bill Telford, Member
Bill Telford has 24 years of experience as a planning consultant working before more than 20 communities throughout Texas. Telford was employed by COSA for 20 years including service in the Planning, Development Services and Aviation Departments. Education includes a Bachelor of Science in Home Building from Trinity University and a Masters of Urban Planning from Texas A & M University.
Career began as a Draftsman in the Planning Department in 1963 and 37 1/2 years later retired as the Director of the Building Inspections Department.
In 2004, retirees Gene, Eddie Garcia, Marge Jordan and Dixie Creed met with Human Resources staff regarding health benefits and TMRS. Recognizing the need to provide information and services, more retirees joined the group and established RECOSA.
